2. Background and Need

India records more than 17,000 fire-related deaths every year as reported in National Crime Records Bureau data. Major causes include unsafe buildings, electrical faults, negligence, lack of fire-fighting equipment, and weak public awareness.

Key fire tragedies during 2015 to 2025 have repeatedly shown systemic lapses, including:

  1. Hospital fires in major cities such as Mumbai, Delhi, and Rajkot

  2. Factory explosions and fire incidents in Delhi and Gujarat

  3. Large market fires in cities like Kolkata, Surat, and Lucknow

  4. Residential fires in slums and illegal constructions

A major national concern is that a large portion of buildings still do not follow basic fire safety compliance standards, resulting in repeated loss of life and property.
