1. Mission Statement

To provide every Indian citizen with rapid and reliable assistance in any emergency situation (Natural, Medical, Financial, Legal, or Social).

2. Project Objectives

  1. Establish a fast emergency response system for citizens during crisis situations.

  2. Provide 24x7 support through a helpline, mobile app, and ground teams for every citizen.

  3. Connect National Disaster Management, Police, Health Departments, NGOs, and CSR networks on one unified platform.

  4. Establish Aapat Kawach Centers in every district as immediate response and support hubs.

  5. Build a Volunteer Network and Local Alert System to ensure response time is reduced to under 15 minutes.


3. Problem Background (Current Situation in India)

Types of Crisis and Ground Reality:

  1. Natural Disasters (floods, earthquakes, fires)
    Situation: Crores of people get affected every year
    Problem: Relief often reaches late

  2. Medical Emergencies
    Situation: Shortage of ambulances and hospitals in many areas
    Problem: Around 40 percent people do not receive timely treatment

  3. Financial Crisis (loans, unemployment)
    Situation: Rising unemployment and poverty
    Problem: Families become insecure and unstable

  4. Legal and Social Crisis
    Situation: Domestic violence, exploitation, police issues
    Problem: Lack of legal awareness and support

  5. Cyber and Digital Fraud
    Situation: More than 10,000 cases daily
    Problem: No fast support system available for citizens

A. Aapat Kawach Helpline (24x7 Multi-Language Call Centre)

  1. A national toll-free helpline and WhatsApp support system

  2. Free service for all citizens

  3. Emergency categories: Medical, Police, Financial, Legal, Social, Natural

  4. Tracking ID for every call through an Emergency Ticket System

B. Aapat Kawach Mobile App (One Nation Emergency App)

  4. Instant Alerts

  5. Direct connection to nearby hospital, police, volunteers, and ambulance

  6. Real-time notifications and AI-based risk mapping

C. Aapat Kawach Response Units (District Level Control Room)

  1. Aapat Kawach Control Room at every district headquarters

  2. 5 trained staff members, 1 response vehicle, and 24-hour monitoring

  3. Live command system connected with helpline, mobile app, and volunteer network

D. Aapat Kawach Volunteers (People’s Safety Force)

  1. 5 to 10 trained volunteers in every Panchayat or Ward

  2. Roles: Information support, urgent assistance, basic first aid, relief distribution

  3. Training by NDRF or SDRF along with IPV Surakshaa Kawach experts

E. Aapat Kawach Relief Fund

  1. A non-refundable emergency relief fund created through CSR and public donations

  2. Used for immediate help to disaster-affected people
